Configuring services for use with Argus

Argus is a central authorization service; it is used through the pepc plugin in LCMAPS.
Install a single machine with Argus; make sure it has the same gridmapdir as other grid services. Configure LCMAPS on the clients to talk to it.

Using YAIM
(only on GLEXEC_wn): set the following variables: GLEXEC_WN_ARGUS_ENABLED ARGUS_PEPD_ENDPOINTS
